How USDA's Regenerative Feedstock Rule Works

USDA's new rule connects regenerative farmers to biofuel markets. Here's what it means for farm economics and soil health.

On June 25, 2026, President Trump signed an Executive Order directing federal agencies to advance regenerative agriculture. A week later, the USDA delivered: a final Regenerative Feedstock Rule that unlocks biofuel markets for farmers willing to rebuild their soil.

The rule sounds technical, but it’s actually a direct answer to one of farming’s deepest problems: how do regenerative practices pay off financially?

What the Rule Does

The Regenerative Feedstock Rule creates a market pathway for farmers adopting soil-health practices to capture higher prices for their crops when those crops go into biofuel production. Specifically, it defines regenerative corn, soybeans, sorghum, and spring canola—and allows biofuel producers and blenders to certify those commodities as “regenerative feedstock.”

The effect: American farmers already grow approximately 6 billion bushels of corn for ethanol annually, with 68 percent of corn farmers implementing at least one regenerative practice. The rule gives them a way to get paid for what they’re already doing—or incentivizes those not yet practicing regenerative methods to start.

The Practices

Under the rule, regenerative practices include no-tillage or conservation tillage, cover crops, perennial crops, and increased cropping system diversity. These aren’t experimental. Farmers have been using them for years. But until now, the commodity price for a regeneratively grown bushel of corn was identical to one grown with tillage, monoculture, and chemical inputs. The market didn’t reward the work.

Why This Matters Now

Farm economics are brutal. Chapter 12 farm bankruptcies are surging—April alone saw a 130% spike. Young farmers are trapped in off-farm jobs because commodity prices don’t cover their land and input costs. The farm debt spiral has roots in two places: volatile commodity prices and rising production costs (seed, equipment, chemicals).

Regenerative practices address both. Healthier soils require fewer chemical inputs, which lowers costs. Diverse crop systems create more stable revenue streams. Rodale Institute’s decades of research show regenerative operations outperform industrial systems over time, and Michigan is now testing lower crop insurance premiums for regenerative farmers as a hedge against volatility.

The Feedstock Rule turns this evidence into cash.

The Complexity

Here’s where it gets tricky: the rule doesn’t set prices. It doesn’t guarantee a premium. What it does is create a framework so that biofuel producers—who buy corn and soybeans to turn into ethanol—can market their final product as made from regenerative feedstock, potentially commanding a higher price with consumers or under state mandates. That premium, theoretically, flows back to farmers.

But premiums are real only if the market values them. Some biofuel companies may adopt the standard immediately; others will wait until customer demand justifies the infrastructure change. Farmer adoption will depend on whether the price bump actually lands in their bank accounts.

The Broader Play

The rule is also a climate and emissions angle. Biofuels produced from regenerative feedstock may qualify for enhanced carbon credits—increasingly valuable as states and corporations face decarbonization targets. That creates another revenue stream for farmers.

Collectively, these moves (the executive order, the feedstock rule, state insurance pilots, Rodale’s $139 million campaign to transition 10 million acres) signal a shift in how regenerative agriculture is being positioned: not as a niche or a moral choice, but as economic infrastructure. The soil rebuilds, input costs fall, and farmers can actually make money without consolidating or going into debt.

Whether the market machinery actually delivers on that promise, though, is the question for the next farm cycle.
