Puerto Rico’s fishing communities are rewriting survival strategies as warming seas shift fish populations and alter traditional catch patterns, but the island’s fishers are doing it without the federal support that mainland agriculture takes for granted. The pattern is familiar: those who feed the country bear the climate costs while policy makers elsewhere pocket the profits.

For generations, Puerto Rico’s small-scale fishers have anchored regional food security—both locally and across the U.S. supply chain. But rising ocean temperatures, shifting currents, and storm intensity are forcing fishers to travel farther, invest in unfamiliar techniques, and adapt to species migration on the fly. That would be hard enough. What makes it a crisis is the absence of meaningful federal adaptation funding, crop insurance equivalents for fishing, or coordinated climate-resilience policy.

The Fish Are Moving, But Support Isn’t

Puerto Rico’s fishery is predominantly small-scale—individual fishers, cooperative boats, family operations. These aren’t industrial fleets with capital reserves or insurance. When warming waters push species like mahi-mahi, tuna, and snapper into deeper, colder zones, the cost of adaptation falls entirely on the fisher: new equipment, more fuel, riskier conditions, less predictable income.

The U.S. Department of Commerce oversees fisheries policy, and NOAA manages stock assessments. But adaptation dollars? Federal emergency funding? Transition support? Puerto Rico’s fishers are told to adapt without the infrastructure mainland farmers have built over decades.

Compare this to Midwest corn and soy farmers, who have federal commodity programs, crop insurance subsidies, and disaster funding funneled through the USDA. When Puerto Rico’s primary production system—fishing—faces an existential climate threat, the response is silence. Adaptation becomes an individual burden.

A Familiar Pattern in Food Systems

This is how food justice breaks down. Those who do essential work—the hands that literally feed the country—get asked to solve problems that neither they created nor have the resources to manage alone.

Farmworkers, the labor backbone of U.S. agriculture, face heat exposure and wage erosion without adequate federal protection. Family farmers squeeze tighter each year as commodity prices collapse while input monopolies extract rents. And now, fishing communities in U.S. territory are told: climate is your problem; solve it locally.

The irony cuts deeper: the same federal government that subsidizes industrial agriculture and Big Energy’s carbon-heavy expansion abroad turns a blind eye to the actual crisis unfolding in a U.S. commonwealth. Puerto Rico’s ocean feeds people. Its climate adaptation is a U.S. food-security issue. But it’s being treated as a local quirk.

What Adaptation Could Look Like

Federal action would need to include:

  • Climate adaptation funding for fishing communities—grants for equipment transition, training in emerging species management, support for gear adaptation.
  • Disaster and transition insurance for fisheries, mirroring crop insurance frameworks.
  • Research and stock assessment focused on Caribbean waters and migration patterns, not just Atlantic and Pacific stocks.
  • Coordination with regional bodies (CARICOM, other Caribbean nations) whose fisheries face the same warming trends.

Instead, Puerto Rico’s fishers are improvising. And while human resilience is real, it’s not a substitute for policy.

The Bigger Picture

Puerto Rico’s fishing crisis is a microcosm of how climate impacts roll downhill—from oceans to farms to workers to communities—and how federal policy abandons those at the bottom. The same administration that’s suppressing EPA science on agricultural contamination is silent on the climate disruption already reshaping Caribbean fisheries.

Food security isn’t a local problem. It never was. But climate impacts are being treated as someone else’s crisis to solve. For Puerto Rico’s fishers, that means survival by improvisation. For the rest of us, it means less reliable food from a source we barely see—until it’s gone.
